国家人事部-SCOBA西部合作团
2003年上半年，地点待定

活动目的：中国国家人事部(MOP)与硅谷留美博士企业家协会(SCOBA)将组织“人事部-SCOBA西部合作团”，暂定于2003年3~6月间访问中国西部二城市(将从成都、绵阳、重庆、西安、咸阳、昆明、贵阳、南宁、兰州、西宁、乌鲁木齐等西部城市中选择)。合作团的目的是为西部发展出力，也为有志在中国西部创业的海外留学人员提供一次绝好机会。

项目要求：电子、信息、材料、能源、环保、生物、医药、农业、咨询、培训等。人事部将向SCOBA提供西部合作项目表。

活动安排：全体合作团成员在北京集合一天后，赴选定的西部二城市访问7天，与当地企业进行项目交流、主办报告会或培训班、参观企业及科技园区、拜会政府领导及官员、访问风景名胜等活动。

报名资格：报名者须有志在中国发展事业与业务，硕士或博士学位，国外5~10年实际工作经验，必须拥有成熟技术或产品。

报名材料：有意者请于截止日期前将下述材料(只接受中文)寄到info@scoba.org：(1) 个人简历，(2)项目计划书，(3)大会演讲报告(PowerPoint format only)。

路费资助：欢迎所有海外有志回国创业者报名参加西部合作团。人事部及主办城市将提供全程资助，包括国际往返和国内全程(北京-西部-北京)共10天的交通和食宿费。

报名截止日期：2003年2月28

录取方法：人事部及SCOBA将在截止期10天后选取并通知7名代表团成员参加合作团，提供合作团活动的全部详细信息。所选代表团成员均成为SCOBA会员，每人需交纳一年会费US$100，并享受协会其他服务。

Sponsored by PRC Ministry of Personnel (MOP), SCOBA plans to organize an expert/entrepreneur delegation to visit 2 cities in Western China (Chengdu, Chongqing, Xian, or others) for one week (total 10 days on the trip) during March ~ June of 2003.

• Objectives:
  The objective of the delegation to offer an opportunity to those overseas Chinese professionals who are interested in doing business in the western China region. Possible projects include, but not limited to, joint ventures, training and consulting programs (technical, management, financial, investment, science park, small business, and etc.).

• Activities:
  Delegates meet in Beijing for one day, then travel to 2 cities in western China, where they will give seminars, hold business discussions with local partners (available soon), meet government and science park officials, and tour local business/university/attractions.

• Preferred Projects: (A PROJECT LIST to be provided by MOP and hosting cities)
  All technical and engineering products, management and VC training, teaching or research projects, others.

• Financial Support:
  MOP and hosting cities provide full financial support to the delegation, including international & domestic travel and accommodation.

• Qualification: (candates must be willing to do business in or with China)
  (1) 5 to 10 years working experience in a profession overseas, (2) a MS or Ph.D. degree; (3) have a solid business plan or product.

• Application:
  For consideration, please send the following materials in Chinese (no exception) to info@scoba.org by February 28, 2003: (1) resume, (2) detailed business plan, (3) presentation slides in PowerPoint. The selected   delegates become SCOBA members, and must pay US $100 annual membership fee to enjoy the SCOBA services. Acceptance will be mailed to 7 selected delegates10 days after deadline.
