The Joint Software Institute (JSI) is a newly funded R&D establishment with joint funding from PRC Ministry of Science and Technology (MOST), Beijing City Science Commission and German government and industry. The purpose of JSI is to conduct advanced scientific research and product development,  explore advanced models of business operations and management, and promote international joint R&D programs in computer software for telecommunications, video broadcasting, education, enterprise platform software, manufacturing, intelligent control systems, consumer appliances and many more. Dr. Qin (David) Zhang, the new appointed Director of JSI and Executive Secretary of SCOBA, makes his first overseas trip to build close ties with Silicon Valley community. He will visit San Jose area in October 1-3. He is scheduled to give a keynote speech at SCOBA meeting, meet local businesses, discuss with engineers and scientists to promote the JSI business models, and recruit a number of research scientists and engineers. Bio of David Zhang

Dr. David Zhang is SCOBA Secretary General.  He is a cofounder and board director of Cathay Roxus Information Technology, a Chinese Hi-Tech start-up company with major shareholders including Cisco, AOL-Time-Warner, business partnership with Philips, TI and valuation of $40 millions (second round financing value). Dr. Zhang was instrumental to form business partnership with Philips Semiconductor and driving force to bring in Cisco and AOL-Time-Warner in the second round financing. From 2000 to 2001, Dr. Zhang led Roxus 80-person engineering team successfully developed middleware and world first real-time operating system for DSP based digital cable SBA (Software-defined Broadband Access) system, including software defined set-top box, DOCSIS cable modem communication physical and MAC software, CMTS, MUX, SNMP network management and CA system, real-time Linux OS, real-time software MPEG2 system and IP over DVB system. This system was deployed at the Chinese State Guest House in 2002 and marked the beginning of multimedia consumer software, middleware and OS field deployment.  Dr. Zhang developed methodology and engineering principles for “Consumer Software” concept in the rapidly growing consumer software product market. In 2002, Dr. Zhang successfully managed IP (Internet Protocol) based video CPE (Consumer Premises Equipment) system development with partner Cisco Corporation. In three years, Dr. Zhang has led Roxus engineering team created more than 80 IPs (intellectual Properties) that are essential in consumer software, middleware, real-time OS and software defined digital cable system and IP based video system.

1998 to 2000, Dr. Zhang was a senior manager and technology consultant for the department of Headend Engineering, Motorola Broadband Division, PA, USA with 40 staff engineers.  Dr. Zhang led the development of the next generation MPEG processing and modulation processing products for the digital cable system.1996 to 1998, Dr. Zhang was a manager for RF/Modem group and led a team of highly skilled digital signal processing engineers, RF design and ASIC circuit design engineers developed the first generation and the second generation digital interactive CATV network, which includes QAM modulator, QPSK satellite receiver, interactive cable modem and MPEG2 processing system, cable modem headend receiver, MPEG2 transcoder and multipluxers. Dr. Zhang developed a complete system simulation and products testing platform for QPSK satellite transmitter and receiver, 64/256QAM CATV, MMDS and LMDS digital transmitter and receiver. The simulation software includes carrier frequency and phase recovery, symbol clock recovery, decision-feedback LMS and fast converging equalizer, trellis and convolution coding, Viterbi soft decoding, Reed-Solomon coding and decoding.  Dr. Zhang invented “A Robust Digital Adaptive Equalizer”, a fast converging Stochastic equalizer which can tolerate high echo for equalizers with a large number of taps. Dr. Zhang also invented “digital QAM Modulator Using Post Filtering Carrier Recombination” and “Direct Digital Synthesis of FM Signals”. Dr. Zhang developed a technology management program “end to end system simulation” to efficiently manage today’s ever-demanding new product development and time to market requirements.

1995 to 1996, Dr. Zhang was DSP Group Leader at Wavetek Corporation, Indiana, USA. Dr. Zhang was in charge of digital signal processing algorithm design and development, system design and simulation for the testing and measuring equipment for analog and digital two-way telecommunications over cable infrastructure. Dr. Zhang worked with the marketing department on new products feasibility studies, system level new product specification and simulations for international market and developed DSP system for Wavetek Stealth series products. Dr. Zhang developed a digital carrier recovery algorithm, a digital phase noise correction algorithm and a short pulse power measurement algorithm using windowing method. Dr. Zhang developed a digital spectrum processing method to detect and measure CTB impairments, which are 60 dB below the active signal.  Dr. Zhang has three patents related to the above inventions. Dr. Zhang worked at Wavetek’s Beijing Office for a short time to develop the CATV and digital communication market in China.

1990 to 1995, Dr. Zhang was a staff member and research engineer and project leader at Image Processing Lab., the University of British Columbia (UBC), Vancouver, Canada.  Dr. Zhang led a research team of digital design engineers, post doctor researchers and graduate students to design a real-time digital signal and image processing (DSP and DIP) system for real-time noise correction, MPEG2 pre/post processing and automatic signal quality monitoring. Dr. Zhang wrote proposals that successfully obtained research grants. Dr. Zhang conducted marketing studies for the commercialization of his inventions (US patent No. 5,329,311 and  5,221,967). Total grants received from Canadian cable lab were $490,000 and NSERC (Nature Science and Engineer Research Counsel) of Canada $129,000.

Dr. Zhang earned a Ph.D. degree in Electrical Engineering from the University of British Columbia, 1986-1990.  Dr. Zhang conducted research on electromagnetic wave diffraction with complex boundary conditions and obtained an uniform asymptotic solution to electromagnetic pulse diffraction by a curved surface with multiple discontinuities using Fock's function expansion, and an uniform asymptotic high frequency solution to acoustic pulse diffraction of a point source by step discontinuities in a hard plane boundary with Uniform Geometrical Theory (UTD) of diffraction.  Dr. Zhang taught an undergraduate credit course “Antenna Design and Wave Propagation” at University of British Columbia, Vancouver, Canada.

  1984 to 1986 Dr. Zhang conducted research and undergraduate teaching on RF and microwave circuit design, MOM and antenna design at Beijing Broadcasting Institute.

  2002 to present, . Dr. Zhang is a visiting professor and Ph.D student supervisor at Information Engineering Department, Beijing Broadcasting Institute. His current research projects are IP based mobile video communication system and software common platform for run time management. In the mobile video project, Dr. Zhang develops virtual base station concept to reduce the airway and gateway congestion combined with high quality H.26L coding, TDD, MIMO and SCTP streaming protocol. Dr. Zhang taught graduate classes for digital communication theory, error correction theory, and optical communication system.

  Dr. Zhang lectured for the senior managers at SARFT, CCTV and TV network around China on digital TV standard and technology, SNMP network management, security engineering and multimedia covering MPEG2, MPEG4 and MPEG7. Dr. Zhang is a committee member and a contributor for the Chinese digital TV middle-ware software standard committee, Chinese digital TV CA forum and standard committee, and Chinese CCTV national EPG standard committee. Dr. Zhang is the author of “EPG Standard and Technology”, “Security System for Chinese Middleware Standard”.

 Dr. Zhang has 14 US patents.

Chief Software Architect and Head of Software Technology Laboratory

Successful candidate will lead a group of scientists, software engineers and architects conducting software architecture analysis and research.  The Chief Software Architect will also act as head of the laboratory of software technology. The candidate will prepare software research proposals, which will provide long-term and sustained software science and software engineering strategy for JSI. The head will be responsible for recruiting top-level software engineers and scientist and setup the research lab. Candidate is required o work in Beijing, China.

The candidate must have supervised 10 or more senior software engineering personals in a commercial development environment, and have hands-on experience in development of software technology. The candidate must have in-depth knowledge of and demonstrated leadership in middle-ware, embedded system, Linux operating system, software integration technology, open source code software; especially software architecture description languages (ADL, UML) , IEEE P1471, Rational RAS-ADS, typical architecture description method and OMG. His or her proven ability to recruit, to communicate, to motivate and to lead an exceptional team of senior scientists and engineers in a fast-paced and creatively demanding environment is paramount.

The candidate must have an earned Ph.D. degree in computer science or mathematics with minimum 10 years international advanced industrial working experience. JSI offers a competitive compensation (commensurate with experience) and a benefit package.  Selected candidate will be appointed to a full professor of a major university in Beijing, and provided with a house. Successful candidate will lead a group of software engineers and telecommunication scientists to develop broadband telecommunication software architecture and software applications.  The candidate will prepare research proposals, which will provide long-term and sustained telecommunication science and software engineering strategy for JSI. The head will be responsible for recruiting top-level engineers and scientist and set up the research lab.  Candidate is required to work in Beijing, China.

The candidate must have supervised 10 or more senior engineering personals and have hands-on experience in digital communication simulation, system integration and software technology. The candidate must have in-depth knowledge of and have demonstrated leadership in CDMA, OFDM, WPM, VSB technology, smart antenna, MIMO, ad hoc network, SCTP and streaming technology, DSP programming, middle-ware, embedded system, Linux operating system, software integration technology. His proven ability to recruit, to communicate, to motivate and to lead an exceptional team of scientist and engineering in a fast-paced and creatively demanding environment is paramount.

The candidate must have an earned Ph.D. in related field with minimum 10 years international industrial experience.
